INTERNATIONAL CRIMINAL COURT

Both the US and North Korean administrations have failed totally in their endeavors to resolve the crisis between the two countries. This necessitated the use of track two diplomacy, which entails non-state and non-governmental organizations attempting to restore peace between the two parties. The origins of this battle can be traced back to the mid-nineteenth century, and since then, there have been strained relations between the two countries, with US administrations attempting to attack North Korean nuclear weapons. but with no avail. Instead of conveying the cooperation and solve the problem, the North Korean government has gone on to warn any nation, including the US, to obey it or else they face the consequences of an attack (Jones, 2015). This creates an implication on what might happen in the future, where the nations will not even be able to work together in any way, including barring their citizens from travelling to either countries. If this rivalry is not terminated, a war might erupt between the two nations, which will have a negative impact not only to them but also to the whole world. Initiatives like carrying out peace campaigns and negotiations should be put in place, mostly involving the youth, because they are the future leaders and finally the current leaders. Peace treaties and agreements should be signed so that the lost cooperation can be restored. Therefore, some positive outcomes like agreements and cooperation to work together peacefully are expected after the workshops.

Diagnosis

To begin with, the whole argument revolves around the disagreement between the United States and North Korea. This is because of the continuous development and manufacturing of dangerous nuclear weapons and long-distance missiles by the North Koreans. This grudge started all along in the 19th century when the Korean government closed its western border after its forces attacked and killed some United States crew. The crew was going to negotiate for a trade treaty and it was this period that George W. Bush was the president of the United States. Even after the division of Korea at the end of the 2nd World war, the US failed to reunite with North Korea because the Koreans believed that the US army was working closely with Japan, their closest enemy. However, the Korean War broke out in 1950 when some representatives from the United Nations and the United States decided to occupy and settle in some parts of North Korea. Until 1976, there were several fights that were emerging between the nations forcing the United States government to send a stronger military to the Korean state to avoid further wars from erupting. However, there has been cold war between the nations all the way from Bill Clinton’s era to this date, with Donald Trump in power (Reimman, 2016). In one instance in 2005, the United States alleged that North Korea was faking the American dollar forcing it to persuade some banks to end their associations with North Korea. Some of the factors that are driving this conflict include the quest to become a superpower and earn the honor of other nations. By manufacturing such dangerous weapons, North Korea would basically need to be recognized by other states and to prevent any of them from going against its operations. However, the conflict is currently in an unstable condition, keeping in mind that the two parties have not come into full agreement. The reason as to why this is termed unstable is because, North Korea continuously breaks the agreements put in place and the treaties signed. It seems to be changing its decision each time, although the present condition is not much coerced as it was in the recent years.

Besides, there were several parties involved in the workshop whose aim was to reconcile and create an agreement between them. The two states are the United States of America and North Korea. Some peace organizations from both nations were invited to the workshop with their head the United Nations also being present. Other several non-governmental organizations from all over the world were also present during the workshops. We had an idea that, involving all these parties in the workshop would help find out the basis of the problem, where then would set the point at which fixing of the issues would begin. All the parties involved were being affected in one way or the other. To begin with, having such conflicts in place ended the business and public relations between the states, something that affected the economies in many ways. The peace organizations led by the International Alert, including the United Nations, whose roles are to ensure that there are better relations between the two nations had to be part of the workshop. Therefore, these parties were involved because they contained the power, which could be applied to influence citizens from both nations to down their negative attitudes against each other and instead cooperate and work together (Policy et al., 2016). The parties however held different positions regarding the issue; the United States holding that North Korea should demolish all the dangerous weapons it had manufactured while the latter claiming that the United States should drop the restrictions and the strict rules it had placed against them. On the other hand, the remaining parties suggested that, the two nations should obey each other’s request so that they could move on peacefully.

Also, the two main groups had different perceptions on each other. The United States representatives viewed that, North Korea had the intentions of disrupting the global activities and the US’s own because they planned to begin war, first against the US and extend it to other nations. The North Korean councils on the other hand viewed that, the United States wanted to oppress them with the strict laws and regulations and forced them to sign treaties so that it can remain to be honored by other nations for being a superpower (Witson, 2015). These opinions therefore contrasted with each other since every nation was blaming the other. But one positive perception that the nations had towards each other was the opinion that both were seeing potential hopeful neighbors in their counterparts. However, in order to achieve their goals, the groups needed a very close working time and regular discussions on how to build the futures of their nations (Policy et al., 2016).

Both parties came up with their interests that helped to motivate them towards achieving the agendas and the perceptions they had. There are several interests that were found to be common while others contrasted each other. One of the shared interest was that, business people be allowed to conduct their businesses between the two nations, because both had the resources and the potential to take their economies to higher levels (Melissen, 2016). They were also interested in seeing students move from North Korea to the United States and the same to those in the United States, so that they can expound more on their learning experiences. Another interest that they agreed on was the training of their soldiers together and in conditions which would enable them adapt to the harsh climatic conditions of both nations. However, the groups contrasted at one point where the United States requested North Korea to adopt the English language and later drop their own Korean so that communication could be eased with the latter refusing to take the request stating that it would have a greater effect to their nation as a whole (Policy et al., 2016).

Several groups, states and organizations have of recent launched several campaigns and talks to try to eliminate the conflict but they have not been more successful. The Six-Party Talks which comprised the United States, North Korea, South Korea, Russia, China and Japan represents one of the groups that called for a peace meeting whose agenda was to request North Korea to denuclearize its weapons. The North Korean state adhered to the agreement and started destroying its nuclear weapons. The United States also followed that example and lifted the restrictions that it had placed on North Korea (Rinehart, Nikitin & Chanlett-Avery, 2016). However, both nations broke the agreement years later with North Korea testing some of its missiles while the United States also placed some new restrictions on it. The reasons that led to the failure of these agreements were basically ignorance and incompetence.

Moreover, the two groups are willing to talk to each other, but not in an official level at first. The representatives from both nations requested that, the talks and discussions should first be conducted at the grass level, and they should first be unofficial. After coming to some agreement, the talks should then be made official so that other nations and states can have testimonies and bear witnesses in case any of them violates the agreements put in place during the discussions. However, the United States dropped a condition that, it will only talk if North Korea suspends the testing on its missiles (Witson, 2015).

Prognosis

While there have been continuous disagreements between the United States and North Korea for quite some time now, there are some predictable future scenarios, which will affect the nations either positively or negatively. The first scenario that can occur is decapitation, where the United States will attempt to execute the North Korean leaders so that they can end the endangered regime on earth. This could include the extermination of Kim, who is the president of North Korea. However, this will not be as simple as one might think because Kim has a tighter security in his locale. Moreover, doing so can initiate a war because the North Koreans will be seeking to revenge against the murders (Rinehart, Nikitin & Chanlett-Avery, 2016). Secondly, resilient suppression is another possible scenario in the United States-North Korea conflict. This will involve imposing punishment on the military mistakes conducted by the North Korean army. This will be in an attempt to eradicate the irresponsible behavior by the armies in the world. This will also have a negative impact because North Korea will respond to the punishment with war against the United States and, regardless of the type of punishment. Another possible scenario will be increasing the economic pressure, by the United States, on the North Korea. Since the nation is economically isolated, reinforcing the pressure by sanctioning various companies collaborating with it would mean the end of it. However, this would also be a little bit harder because some companies will not be willing to terminate their relationships with the nation. The next future scenario that can come into use is preventative war. This will be targeting to conduct a sudden attack by the United States to the infrastructure of the North Korean military so that they do not respond to the attack (Jones, 2015). This will also not be easy because the nation has hidden missiles all over the state. Finally, the next scenario that can come up is fact-finding talks, which involves initiating discussions among the officials from both parties. Therefore, looking at the way things are going, that will probably be the most effective method because no conditions will be involved and more importantly no military force will be applied.

Treatment

After taking a critical study and analysis on the basis or the origin of the conflict and having in mind what the future scenarios can be, treatment should be initiated with immediate effect, so as to avoid many more complex problems. Therefore, our organization has its own goals, which the members should work extra hard to ensure that they are achieved. The first goal is to see that the two parties come together and initiate a discussion between them (Melissen, 2016). This will be the hardest thing to do, but the organization will use all the available resources to make this happen. Secondly, the organization aims at enforcing the two nations or rather their representatives to sign an agreement of cooperation between them. This will help them conduct all their activities closely and with care. The last goal the organization is aiming to achieve is to see that the signed agreement is implemented by both parties. The potential or partner organizations that will work with ours are peace organizations from both countries together with the United Nations. Moreover, the representatives from the United States are willing to talk but it took some time to lure the North Korean representatives into the talks (Witson, 2015).

The workshops will be conducted at the United Nations headquarters, which are in Geneva, Switzerland. This will give an equal opportunity to both parties without an excuse of being biased. Moreover, they will be facilitated by the officials hired by our organization together with those from the United Nations. The parties will be represented by senior non-governmental organization officials, majorly dealing with peace in the country, from both nations (Reimman, 2016). The American ambassador to North Korea and the North Korean ambassador to the US will also be present in the workshops. The meetings will begin with discussions on peace within the specific countries before moving out of the borders.

Additionally, there are several things and measures that should be put in place to ensure that there are suitable and fruit-bearing talks. The first step is that, there will be daily schedules to be followed and which will be covering every topic differently. There will be no topic interchanges so as to allow the consistency and flow in the workshops. Secondly, trained and qualified staff will be available to facilitate the meeting because that will help to eliminate some little mistakes like being unable to make wise decisions in case a critical issue arises between the parties. The media will also be allowed to cover the proceedings of the workshops so that both parties feel that they are in safer environments (Witson, 2015). Also, participants will be chosen in extensive ways because things like experiences in public relations should be considered. The parties will be issued with some short notes and testimonies from the citizens of both nations who are urging them to come into agreements. This will help the representatives to obtain some second thoughts and therefore, they will understand the importance of the workshops.

However, before focusing on the main agenda, which will be resolving the conflict between the parties, the representatives will be taken through some processes that can help build trust among them. Therefore, the members will be taken to a room, maybe where they will be taking some tea. Everyone will now be requested to introduce themselves and give their life testimonies, without hiding anything from the present members. This will help them understand each other and build trust in one another because it will give a picture of everyone in the locale. Moreover, one of the exercises that are proposed by the participants includes taking nature walks as a group. This will help create the impression in their minds about how important it is to work together. The participants also agreed that they be interviewed concerning major issues affecting peace both inside and outside the two nations (Reimman, 2016).

There are also some integrative options for peace building that will be considered so that the set goals can be achieved. The first one will be a call for the government officials from both parties to attend a conference that will be held in either state. This meeting will require the members involved to discuss and share further ideas on what the two states can do together and this will therefore represent short-term response because there will be instant implementation of the agreements signed. Nationwide campaigns and advertisements will also be conducted in both states so that it sets the beginning of cooperation between them (Policy et al., 2016). The two represent a med-term strategy where structures for the peace process will then begin. Additionally, there are some outcomes that are expected at the end of the process. The first one is the lifting of the restrictions by the United States, against North Korea. Secondly, it is expected that North Korea will adhere and dismantle its weapons. Finally, the organization expects that the two nations will put the differences aside and work together to stabilize their economies. In conclusion, the support requested from the organizations to which this information is addressed to be for them to pick members from their respective nations to represent them in the regular meetings that will be conducted. Therefore, they should be very careful and strict while selecting the members, to avoid taking fake minds to the discussions (Policy et al., 2016).
