In 1948 the Soviets Union had already set up left-wing governments in those countries that had been liberated by the Red Army in Eastern Europe. This created fear in the Americans and the British that supremacy of the Soviet Union in the Eastern Europe will influence communist parties to come into power in the republics of Western Europe.

In addition, in 1958-1962, the Soviet Union and the United States started creating transnational ballistic missiles, though, in 1962, the Soviet Union secretly set up missiles in Cuba for the purpose of initiating an atomic attack on the United States cities. Moreover, the united states and the soviet union who were the two superpowers persistently built up their massive arms and continued competing in influencing the world. For instance, in 1964-1975, the United States were unsuccessful in trying to prevent Communism in North Vietnam so that the Vietnam becomes under their rule.

The Second Red Scare was referred as the fear of an increase of communism which infused the American politics, the community and the culture in the late 1940s through the 1950s for the period of the opening stages of the Second World War with the Soviet Union. It was also known as McCarthyism when Senator McCarthy claimed that a huge number of socialists had subverted the United States Department. Senator McCarthy is one of the people that was trying to fight the issue of communism in America. In 1952, McCarthy assumed and investigation that was going to expose the communist thinkers and the communists in the education sector.

Additionally, in 13th of October and 8th of September 1952, Senator Part McCarran who was one of the anti-communists conducted a succession of vigorous trials into the "subversive influences into America’s educational system."
