This will also protect the nation's intellectual property rights along with ensuring safety and environmental stewardship. Provision of specialized national defense abilities is also engrossed in the proposition and highlights the focused area and performance (Department of Homeland Security, 2012). However, implementation of the strategy is hampered by the policies of other nations and trade blocks that guide the exportation and the importation of products. Besides, the proposal requires a huge investment of the implementation process to be completely effective. Also, the canine-mounted track and transmit device and streamlined communications are the other advantages of the proposal. The proposal also encourages innovation in the small scale business individuals and develop solutions to its potentials comer social processes. Nevertheless, this solution tends to be tedious in implementation. It will require a huge monetary investment. The viability of the proposal is also questionable considering the population that the proposal focuses on the delivery of the operational proposals by DHS.
The fight against the war on marijuana
Another major proposal made by John Kelly concerns the fight against the war on marijuana. According to Kelly, marijuana does not pose to be a factor in the fight against drugs and arresting the users does not lead to solving the problem. The war on drugs has formed one of the major fights on the border importation that make the DHS control the importation. According to Kelly, DHS should focus on drugs such as cocaine and heroin. The arrests of the marijuana users have triggered serious immigration result due to the punitive legislation that drives on the nation's war on drugs policies (Lee, 2017). Kelly reports that "The solution is a comprehensive drug demand reduction program in the United States that involves every man and woman of goodwill" (Lee, 2017). Law enforcement should support drug rehabilitation processes, and strategic actions have to be enacted that will yield positive results. Kelly announced that in providing a solution to DHS on the war on drugs, the nation should legalize marijuana but the federal set to possess the power (Parker, 2015). To people who are in support of marijuana legalization, Kelly's argument comes with greater beneficial results such as improved economic performance and elimination of the black market. However, marijuana remains to be a drug and its legalization with raise more moral questions than answer. It will lead to the overcrowding of the criminal injustices in the DHS system, and the nation will seem increased undocumented immigrants. Due to these reasons, the nation has been greatly reluctant to the legalization process of marijuana owing to the severe effects that the drug will have to the social constructions and moral behavior.

Implementation of viable proposals should be the fundamental strategies that should aim at enhancing the performance of the DHS. Indeed the security of the nation is primarily based in DHS strategic operation, and thus its proper functioning will provide it with the first-hand information on security matters. The issues of terrorist have proved to be damaging to the nations and proposals in tackling this issues have to be a leading priority. All the stakeholders who are involved in the enactment of these strategies have to be vigilant on the issue of security. The problems involved in the implementation of these proposals have to be addressed and amicable solutions to be formulated.
