Understanding the Situation
My class assignment is to study and critique the 2016 emergency activity in the state of Alaska. Understanding the situation is the planning phase stage that will assist me most with my project. This phase requires the detection of a specific place's dangers and risks. The method of risk management also aims to collect knowledge about the location that can be used to prioritize risks and dangers and to decide the plan of action to be followed and the decision to be taken.
The understanding the situation step will assist me most concerning my class project which is to review and critic the 2016 state of Alaska emergency operation because it will help me understand the threats, risks, and hazards faced in the state of Alaska. This is of importance when reviewing and critiquing the emergency operation plan because I will have a basic foundation to understand the entire plan. With the information on the threats and hazards, I will be able to determine whether the plan goals and objectives are in line with them. I will evaluate whether the operational priorities are carefully established.
Guiding the Planner
It is the understanding situation step which guides the planner throughout the entire process. This will help me in reviewing and critiquing the 2016 state of Alaska emergency operation because I will be able to evaluate whether the emergency operation roles and responsibilities are in accordance to the threats, hazards, and risks in the state of Alaska. The aim of having the plan is for the state to be able to adequately respond to the threats, risks, and hazards when they occur. The roles and responsibilities should specify how each stakeholder should operate in case of an occurrence of a threat.
Sustainable Course of Actions and Decisions
The step will help me in my project because after understanding the threats and hazards likely to face the state, I can also determine whether the course of actions stated in the plan is sustainable. Although the plan should be updated annually, coming up with a sustainable course of actions and decision would help the state respond to threats and hazards effectively. This can save people’s lives, property, and money among others. When reviewing and critiquing the plan, this is one of the areas I will focus. The understanding the situation step will help me through this.
Availability of Resources
When preparing an emergency operation plan for a particular state, the state should have resources or a procedure of borrowing from other states if it does not have enough ones in times of a threat, hazard or risk occurrence. The understanding the situation step will help me because I will be able to analyze and evaluate the availability of the resources in regard to the risks. Having the information on the threats, hazards, and risks likely to occur in the state of Alaska, it will be easy for me to determine the resources needed and the available ones.
Effectiveness of the Plan
An effective plan should be adequate, feasible, acceptable, complete, and compliant (2010. Comprehensive preparedness guide (CPG) 101). It is the information gathered on the understanding the situation step which helps one determine this. This is because everything developed in the step should be in reference to the threats, hazards, and risks of the state. As I will determine the effectiveness of the plan, knowing the threats, hazards, and risks likely to occur in the state of Alaska will help me in this.
Inclusion of Vulnerable Groups
When a threat, hazard, or a risk occurs there is a group of people who are highly affected. This includes the children, women, and people with special needs. Animals and pets are also ignored in some plans. When reviewing and critiquing the 2016 emergency operation of the state of Alaska, I will analyze how it is prepared to address this depending on the nature of the threats, hazards, and risks. The understanding the situation planning process step will help me a lot in doing this.
