Numerous economic and social occurrences took place on March 15, 1991, in various nations. Germany could only be reunited after the Berlin Wall fell if an agreement between the US, France, UK, and Soviet Union was achieved. The foreign ministers of all the winning nations debated the possibility of merging the two German States as a result of the Two Plus Four talks. The Three plus Four Treaty was ratified after negotiations by the three western countries and the united Germany. When Hans-Dietrich Genscher received the ratification papers on March 15, 1991, the agreement became operative, the foreign minister of Germany (Winkler 529).
On March 15th 1991, the Government of Bulgaria adopted a radical, front-loaded and comprehensive economic program to counter the sharp deterioration of the economy that took place in 1990 (Treaties in Force 331). The program was aimed at reforming the exchange rate, correcting the external imbalance, reforming the pricing policies and exchange rate, reduce the budget deficit, establish private ownership, promote the competition of foreign trade and absorb the monetary overhang.
The Albanian Treaty also came into effect on the 15th March 1991. The U.S government and the People’s Republic of Albania entered a Treaty that both governments would conduct their diplomatic relations according to UN Charter, extend immunity and privilege to diplomatic agents and promote relations in cultural, social and economic fields ("Albanian Treaty"). Both governments also agreed to assist in the establishment of diplomatic missions and consular functions in their respective capitals in accordance to internal practice and law. The Memorandum of Understanding was done on the 15th March 1991 in the Albanian and English Languages.
