Information Sharing and Information Technology Resources

Six organizations that share intelligence information have made exclusive investments in their websites so that visitors can access pertinent content like publications, articles, and training courses. IACP and other intelligence rules are present on some websites. Additionally, complex police-related areas are addressed, like undercover operations.


By addressing problems with policy-making, analysis, and terrorism-related responses, specific agencies like COPS help close the gap between law enforcement organizations and the community. The community as a whole gains from public involvement because it broadens the scope of intelligence gathering and through risk management, transportation security, food and water security and response on mass destructive weapons. RISS is a specialist agency which focuses on eliminating the multijurisdictional crime of inter-agency cooperation. It involves the locals, federal, state and tribal law enforcement agencies. (RISS , 2017)


Key crime hotspots such as areas designated as drug trafficking zones have the United states DEA which enforces both state and local laws. It’s point of focus is to combat drug trafficking and drug abuse as well as mitigating any harm arising from crime activities related to drug trafficking. In the spirit of addressing the problems from drug trafficking which are rampant, NDPIX was implemented in 1997 to create a communication web to all police stations so as to bring about efficiency in communication and addressing emergencies appropriately.


Information sharing faster collaboration between law enforcement agencies and officers. However, this should consider citizens’ personal privacy. Collection and sharing of critical information concerning the targeted criminal offense offers substantial insight of individual offenders and crime threats. The shared information facilitates formulation of attack strategies and tactics that facilitates holistic investigation. In fact, information sharing entails merging of investigation between various agencies (IACP, 2017).


Appendix C: Intelligence Training and Resources


The agencies involved in the intelligence training sum up to thirteen. Most of them have both training modules and information sharing publications. Agencies such as the DOJ provides mentorship in terms of leadership and addresses issues on policies on criminal justice to ensure that justice is observed at all times by the policy formulators and implementers. The associated parties are the local, the federal entities and the state. (BJA NTTAC, 2017). Community based training modules addresses environmental protection and cyber-terrorism basic need security such as food and water as well as transport security. (FLETC, 2015)


Training and lecturing can also be done in colleges and other training centers where a Law enforcement Agency partners with a college and enrolls student from police, community or the military forces for an intelligence related course. The proficiency levels of the intelligence personnel can be increased to bring out expertise in related fields of study such as information analyst, research specialists, computer and internet wizards and information evaluation experts. (FBI, 2017)


The training courses and tool kits are mostly free or at very low costs to enable as many individuals to be trained as possible. Bulk and profound training modules are easily accessed from the websites of the respective law enforcement entities, from basic security, to terrorism, to intelligence training to mass destruction weapons. All these fields are spelt out clearly by the concerned agency.


Appendix D: Criminal Intelligence Model Policy.


The objective is to subject the law enforcement agencies to guidelines and principles on intelligence information gathering through to sharing and compiling files. According to the policy stipulated, information gathering is important to any law enforcement agency. The opinion of any personnel in the team of intelligence information gathering is key and should not be ignored.


The mission is to collect information with the given procedure and use the information to bridge the existing gaps in the intelligence information sharing. The organizational structure has the intelligence OIC who is the overseer of all the agencies operations and ensures that all policies and procedures are followed to ensure there is integrity.


Professional and trained analysts would help the intelligence function to analyze the information gathered after which they would submit the analytic material to relevant parties without fail. The Intelligence OIC would oversee the recipient personnel to ensure that proper procedures are followed in the evaluation process. Those analytic materials with cases that need immediate attention would be addressed at this stage. The later would be filed as open while those that are not active would be filed as closed. Depending on the nature of investigation and information collection process, the information could be classified as restricted, confidential or unclassified to enable intelligent security of the parties involved in the investigation. The intelligence OIC would ensure that the document underwent the final step which would be auditing and purging in preparation for an action plan. Those pieces of information that proved useless would be destroyed.
