Negotiation Approach for UN Environmental Policy

The first negotiation approach I will use to negotiate about unpopular UN environmental policy is distributive (fixed pie) approach negotiation which focuses on costs that individuals will incur when they undertake a given activity. Secondly, I will apply the integrative mediation approach (interest-based bargaining) which involves a situation whereby participants in a particular debate collaborate to find a solution that befits both of them. Finally, it will be necessary to use bad faith intercession approach, which involves making commitments that a party will not honor.

The UN has resolved to influence the developed nations to donate large amounts of money to help developing nations tackle the problem of climate change which has increased significantly in various parts of the world (UN Environment, 2016). Through the environmental protection bill, countries in European and American continents will contribute substantial money to help in conserving forests and large water bodies; therefore, governments have to sign an agreement to portray their support to the strategy. However, it is necessary that America does not append her signature on the bill because it will benefit developing nations at the expense of developed countries.

Some nations propose that it is necessary to donate funds to developing nations through the basis of carbon iv emission; consequently, it will be appropriate to intercede that the policy of offering financial aid to developing nations is not appropriate because it does not promote the principle of equality which is primary factor in determining the funds that a developing nation ought to receive to help mitigate climate change. According to Arndt " Tarp (2017), it is essential for UN to evaluate carbon iv oxide emissions by every country to help in development of a mitigation strategy against environmental degradation. Consequently, UN should change the approach it intends to use in allocating funds that developed nations will donate towards tackling of climate change in developing countries.

A majority of UN member states argue that a resolution to assist developing nations to tackle climate change will help creating a favorable environment for citizens in underdeveloped countries. On the contrary, a majority of underdeveloped countries have low levels of income and resources that they need to utilize. The decision to use their natural resources and improve statues of their economies will make underdeveloped states to enhance their productivity by building factories and explore minerals (Arndt " Tarp, 2017). An increase in production with the aim of improving economic status will result into a further deterioration of global climate conditions which will continue to adversely affect various parts of the world. Therefore, provision of funds to assist underdeveloped countries to curb environmental degradation is not an appropriate strategy for improving welfare of humanity.

Finally, supporters of the bill above argue that donation of funds to underdeveloped nations will be pivotal in ensuring equal management of global environment. However, according to Tirpak, Brown, " Ronquillo-Ballesteros (2014), a majority of underdeveloped countries lack democracy and have high levels of corruption which will negatively influence the utilization of funds that they will receive. A high level of corruption and poor governance is an implication that most of the donations will be lost and hence fail to accomplish their goals. Besides, poor governance will considerably inhibit implementation of strategies that aim at eradicating environmental degradation in developing countries. As evident in this report, a resolution to provide funds to developing nations to curb unfavorable global climatic changes is inappropriate and the United Nations should shelve the plan. Therefore, America should not sign a bill for the strategy mentioned above.
