Quadrennial homeland security review (QHSR)

The quadrennial homeland security review (QHSR) is the Department of Homeland Security's capstone policy paper. It is still revised every four years, as required by statute. The study often provides offers and suggestions for the security company's long-term goals. Per year is characterized by a three-year period of comprehensive analysis prior to finalizing the report and sending it to Congress. The goals of this specific mission are to prevent terrorist attacks, reducing the risk to the country’s critical infrastructure and preventing and protecting against unauthorised use of radiological, chemical, biological, and nuclear materials.

DHS and its partners in the federal government and private sectors have worked around the globe in building a new homeland security enterprise that helps in mitigating and minimising risks, threats and security (Shea, 2017). The private and department of homeland security in collaboration respond and recover from terrorist attacks and the associated disasters.

The partnering of private sector and homeland security yield efforts that in turn provides a strong foundation that protects the communities from terrorism and other threats. The exercise similarly safeguards the fundamental rights of all the American citizens. While the threats are persistent, private sector become more prepared to confront the evolving threats that become more resilient in continued challenges.

The private public partnership has directly impacted on the cyber security. Information technology firms play an essential role in achieving cyber security objectives. Well known IT companies are routinely partnering with the government in addressing IT challenges in areas with security challenges. The public sectors have alternatively contributed to the achievement of port security. America has ports vital for economic activity. Many goods move through the US ports of entry and port security is therefore an urgent priority. In provision of port security, Customs Trade Partnerships against Terrorism is an initiative started to facilitate worldwide security (Nathan & Austin, 2012). The initiative provides custom border protection and government risk assessments and security training programs.

Secure and Manage borders

This mission protects the nation’s borders that include land, sea and air from illegal entry people, weapons and harmful drugs. Over the past years, Department of homeland security has placed tight security through deployment resources, personnel and technology in their borders. Coincidentally, other borders have experienced critical security improvements. Recently, Customs and Border Protection has partnered with private sectors for allowing private reimbursement of enhanced services that support growth.

The collaboration between the private sector and CBP enhances the ability to transform what is done at the borders. The private entities in partnership with the government selected for Customs and Border Protection cover air, land and sea operation in Dallas, The city of El Paso, South Texas Assets and Miami. The agreements between the partners outline the measurable benefits. The public private partnerships also take the form of Donations Acceptance Program.

The private sectors have been in active in the provision of border security technologies. The government’s strategy of keeping its borders safe has been characterised by increasing focus on technological advancements. The private sectors thus initiate the programs that are intended for border security purposes and those having tendency to expand towards neighbouring countries.

The Department of Homeland Security in collaboration with Information Technology companies have implemented security in the borders that have the potential to affect their domestic lives. For instance, the Automated Targeting System is a security program that targets tracking of cargo. Another example is the creation of aviation border watch lists where there is an attempt to build a border control scheme. The lists contain the names of American citizens who now face problems while trying to cross the border. All the citizens including children have been tagged by these lists. The people contained in the lists have found it impossible to get their names cleared due to lack of redress system.

Enforce and Administer immigration Laws

If the state invests in individuals, they are likely to be devoted to the country. The private sectors undertake the approach to get their employees that might act as their future supervisors.

Private sectors indicate there is an alternative to policies resulting in discrimination. With high population growth of foreigners close to 70 % in America regions, the integration of the programs gives rise to benefits for the intended beneficiaries (Alexandra & Jason, 2011). The integration also serves as break down barriers that towards the immigrants and the Hispanics. In the process of doing so, the private sectors are not only improving the businesses of their companies but also provide constructive and subtle approach of integrating and addressing the anti-immigrant climate in their communities.

The private sectors have helped building the confidence of Hispanics and the migrant groups in using their institutions. For example, Local and international banking and credit institutions are collaborating with the community groups to offer financial literacy programs. Besides promoting investment among the community groups, the program also boosts community safety through by persuading people to bank their money instead of carrying it (Alexandra & Jason, 2011). The banking unions and institutions have also introduced other programs to increase individual and household socioeconomic wellbeing. Special assistance is provided by these sectors in facilitating customers’ access to credit and savings accounts.

Safeguard and secure cyberspace

Department of Homeland Security has made a significant step in enhancing the security of U.S cyber infrastructure and networks. The current threats in cyber security require involvement of the entire society from government to the private sectors. The private sector has been involved in operating much of U.S critical infrastructure and has gone. Cybercrime poses a threat to the US economy, global competitive advantage and labour force. The cyber attacks are costly to the economy as it caused approximately $445 billion in the year 2014. The growing prevalence of cyber attacks has been established to have sophisticated effects and threaten the economic prowess of the country. While it may be of no worry for the public to imagine theft of government secrets, cyber attacks on U.S companies poses danger to the country’s security and citizen livelihoods (Brian, 2017). Below is progress made in safeguarding and securing cyberspace.

The private sector is involved in analyzing and reducing cyber threats and vulnerabilities through development of interventions such as the trusted Internet Connections, EINSTEIN and National Cyber security Protection System. All these programs involve the collaboration of government with public and private sectors to detect malicious intrusions in the traffic. The programs also provide warning and risk management sessions.

The private sector is involved in the distribution of the threat warnings. National Cyber security and Communications Integration Centre offer a 24 hour watch and warning. The approach is used in organizing cyber response and maintaining the operational picture of the program. Department of Homeland Security works in collaboration with the private sectors in risk mitigation by leveraging tactics used by malicious actors.

Private sectors are involved in coordinating response to cyber incidents. Through interagency collaboration, DHS signed a memorandum of agreement that aligns and enhances America’s capabilities to protecting it citizens from threats (Sam, 2017). The sector also ensures safety of the cyber systems. For example, the cyber security workforce initiative has been working with the universities in working on cyber security through scholarships, internships and fellowships.

The private sectors have ensured the safety of the cyber systems. The program on Cyber security and Workforce Initiative has made DHS create employment to the cyber staff by 500%. Department of Homeland Security is guiding research and development in technology in reducing cybercrime.

Strengthen National Preparedness and Resilience

The available evidence indicates that the private and public collaboration improve the ability of the community to prepare, respond and recover from disasters. Specific example of private and public collaborations have been identified and towards disaster reduction through implementation of building codes, retrofitting buildings and improving education. The preparedness can as well issue extreme weather warnings.

The private sector is involved in the assessment of public-private sector collaboration and their dedication towards strengthening the sector also identify gaps and recommend research that targets investment (Albert, 2013). The committee created comprises of researchers and practitioners with established. Public private partnerships also results in synergy in the community before ultimate goal of disaster resilience. Our understanding of the public sector impacts are linked to the goals targeted by DHS, therefore they tend to align with the concepts of the agency.
